Description

The Health and Safety Officer plays a critical role in safeguarding people, property, and operations on construction sites. This role drives proactive safety management, continuous improvement, and a positive safety culture across large construction projects.

Key Responsibilities

  • Maintain and supervise site-specific health and safety plans tailored to large construction projects, ensuring compliance with applicable regulations and company standards.
  • Conduct regular site inspections, risk assessments, and safety audits; identify hazards and ensure timely corrective actions are implemented.
  • Provide training in HLR (cardiopulmonary resuscitation) and first aid, ensuring workforce competency in emergency response.
  • Lead incident investigations, prepare clear written reports in English, identify root causes, and recommend preventive measures.
  • Manage permit-to-work system, isolation procedures, and monitoring of high-risk activities; advise site management on safe work methods.
  • Coordinate with contractors, work planners, and site supervisors to integrate safety into project schedules and daily operations.
  • Monitor personal protective equipment (PPE) usage and standards, and oversee emergency preparedness drills.
  • Maintain accurate records of incidents, near misses, inspections, and training; produce periodic safety performance reports for project leadership.

Requirements

Required Skills & Experience:
  • Proven experience as a health and safety officer on large construction projects.
  • Valid first aid and HLR (CPR) certification.
  • Strong written communication skills in English, including experience producing incident and inspection reports.
  • Driver's licence is required.
  • Familiarity with permit-to-work, risk assessment, and incident investigation processes.
  • Good interpersonal and presentation skills; able to engage site teams and subcontractors effectively.
Nice to Have:
  • Bas-U training or equivalent qualification relevant to safety on construction projects.
  • Additional safety certifications or diplomas relevant to construction or industrial environments.
  • Experience with digital safety management tools or inspection apps.
  • Previous supervisory experience or experience coordinating multiple sites.

Reporting Line & Organisational Context

The Health and Safety Officer typically reports to the Bas-U and works closely with Contractor Coordinators and Contractor HS leads. This role sits within the project delivery team and provides essential safety oversight to contractors, supervisors, and the wider workforce to ensure project objectives are achieved safely and sustainably.

Team Structure & Collaboration Interfaces

This role collaborates daily with site supervisors, contractors, planners, workforce representatives, and security. Regular interaction with the project management team, environmental specialists, and involvement in incident follow-up and compliance activities. The position supports and mentors safety staff and promotes cross-functional communication to embed best practices.

Deliverables & Success Metrics

  • Timely submission of clear written incident and investigation reports in English.
  • Accurate records of inspections, risk assessments, training, and corrective actions.
  • Reduction in incident and near-miss rates and measurable improvement in safety observations.
  • Completion rates for mandatory HLR and first aid training among site personnel.
  • Timely closure of corrective actions and permits, and demonstrated compliance during audits.

Tools, Technologies & Domain Context

Work is primarily within the construction domain, focusing on large-scale projects with multiple contractors and high-risk activities. Familiarity with paper-based and digital safety reporting tools, inspection apps, and standard office software for reporting is valuable. Practical experience on-site, a driver's licence for mobilising between locations, and certifications such as Bas-U training enhance effectiveness and credibility.
